What’s the cop throwing under the car?

This is a link to the CNN video of the five cops who (I admit I laughed out loud) kicked an unconscious man’s butt after a high-speed chase.

At the very beginning of the video, though, a cop throws something onto the street for the van to drive over. Is it some sort of tire-deflation mechanism (spikes)? The van I think avoids it by hitting the cop, and then you can tell by the camera direction, the camera car drives “around” this black device also (probably trying to avoid hitting his fellow cop again lol).

They’re called tire spikes.
I’ve seen them in action, they are used to puncture tires and hopefully stop or slow down a suspect in a car. A drawback however, is that the suspect(s) can ride on the rims, make a spark and possibly (though I have heard no report of it, but they said it hapened once) Hit the gas tank and make the car explode when it is stopped.
