What would the payback be for a GE’s new LED bulbs to replace $1 CFL bulbs at 35 cent kwh?

Are you paying 35 cents per kwh.
That is really high. In my area we are only charged 14 cents.
For the cost of the bulb and only 10% decrease in usage it will probably take the 17 year life span of the bulb to get even.
At the 40 watt usage it will take 25 hours to use up 1 kw. So for 35 cent you get that much usage.
Their figures show that usage of 4 hours per day the bulb would last for 17 years. Using it 4 hours a day for 356 days would be 1460 Hours. The bulb draws 40 Watts so for that time it would use 58.4 kwh. at 35 cents a kwh the cost would be $20.44 for one years usage.
Based on the 10% less usage as stated in the article one would save $2.04 a year with this bulb. Over the life time of 17 years the total saving would be $34.68. The bulb is going to cost between $40 and $50.
