Should the fire extinguisher I buy be rechargeable (“commercial” size, rated 3-A, 40-B/C)?
The non-rechargeable one is about $35 and the rechargeable one is roughly $10 more. For all I know, the non-rechargeable one is better even if they were the same price.
So what should I buy?

a 3-A:40-B:C is a multi-purpose extinguisher and is the minimum recommended size (says my local fire department in an Emergency Response Training class I attended).
Additional info on it….The discharge time is only 8 – 15 seconds and when using aim low and sweep from side to side at the base of the fire.
Rechargeable vs. disposable is a personal choice. Disposable units cost less, might have plastic parts (quality), and might (I dunno) add another product to the environment. Rechargeable units cost a little more, need to be serviced annually, less likely to have plastic parts, and so you have to consider how, when, and how much would all that entail.
